The following Board members were present for the School Board meeting, which was hosted by Hodgson
Vocational Technical High School: John F. Lynch, Jr., President; Yvette Santiago, Vice President; Madeline
Johnson; Renee Taschner; Robert Gilligan; and Cheryl Dennis. Mark Stellini was absent. (Ms. Santiago
arrived at 7:05 p.m.; Mr. Gilligan left at 8:05 p.m.) Victoria C. Gehrt, Superintendent, was also present.
CALL TO ORDER

Mr. Lynch called the meeting to order at 7:00 p.m.

Minutes
A motion was made by Ms. Johnson and seconded by Mrs. Dennis to dispense with the reading and to
recommend approval of the minutes of the regular meeting of the Board of Education held on Monday,
February 24, 2014. The motion passed with four affirmative votes, one abstention, and two members absent.
Those in the affirmative were: Mr. Lynch, Ms. Taschner, Mrs. Johnson, and Mrs. Dennis. Mr. Gilligan
abstained. Ms. Santiago and Mr. Stellini were absent.
Correspondence

• Letter and report from Aimee Beam, RD, LDN, Education Associate, School Nutrition Program, regarding the findings of the February 19, 2014, Administrative Review of the District's operation of the School Nutrition Programs. Programs are reviewed and findings addressed in areas of recognition as well as that need corrective action. Mr. Nick Mottola, Supervisor of Nutrition Services for the District, explained the report to the Board. Mr. Mottola reported that this review is done every 5 years. The District's nutrition programs received a perfect score.

February, subject to audit. The motion passed unanimously.

Discussions were held regarding Board members' comments on, and inquiries into, the monthly
administrative reports.
OLD BUSINESS

Proposed School-Based Wellness Center Parent/Student Consent Form-Second Reading
At the February Board meeting, the proposed School-Based Wellness Center Parent/Student Consent for
Treatment form with the added option of the depo provera injectable contraceptive service for use by the
Wellness Centers, run by Christiana Care, was approved to be posted for a public comment period. It was
explained by the Wellness Center staff that the Delaware Public Health recently approved to dispense the
depo provera injectable contraceptive in the school-based health centers (SBHC) as part of the reproductive
health services, and if approved, they will work with Delaware Public Health to initiate this service in the
District's SBHCs. One comment was received to the effect the form should be written at an 8th grade level,
but Christiana Care and District administration believe the form is written at the appropriate level. The Board
was told Mr. David Williams, the District's attorney, approved the form and he also offered the opinion that
Christiana Care would be the liable party in any issue. The motion was made by Ms. Santiago and seconded
by Mrs. Dennis to approve the proposed School-Based Wellness Center Parent/Student Consent for
Treatment form with the added option of the depo provera injectable contraceptive service. The motion was
carried unanimously.

2013-2014 Make-Up Days
Dr. Gehrt reported to the Board that the State Board of Education excused 5 inclement weather days for New
Castle County and with the added 2 in-service days that were cancelled, there was enough instructional time
gained to only need 1 additional day at the end of the school year. Therefore, the changes recommended to
our 2013-2014 District Calendar will be: June 11 is the last day for students; June 10 and 11 will be half-
days for exams; and the last teacher day will be June 17 (June 16 for those who worked trade-in days). The
motion was made by Ms. Johnson and seconded by Ms. Tachner to accept these revisions to the 2013-2014
District Calendar. The motion passed unanimously.
Proposed 2014-2015 & 2015-2016 District Calendars
At February's Board meeting, the Board approved for posting the proposed 2014-2015 & 2015-2016 District
Calendars. During the public comment period, a change was recommended: second bullet added verbiage;
"Any days lost due to inclement weather or other forced closings shall be made up during and/or…" Another
comment was received recommending changes to the 2015-2016 District Calendar that will be submitted to
the Calendar Committee for review next year. The motion was made by Mrs. Dennis and seconded by Ms.
Taschner to approve the 2014-2015 & 2015-2016 District Calendars. The motion was carried unanimously.
NEW BUSINESS
A motion was made by Ms. Santiago and seconded by Mrs. Dennis to approve personnel actions, including
addendum (page 36 a.), as recommended:

School Leader Interns
Dr. Gehrt and Mr. Allen presented to the Board a request to continue the school leader intern positions (one
per school) for the 2014-2015 school year. The plan would be to keep the school leader interns in their
existing school to continue their service to staff and to enrich their leadership experience. The principals at
each school are also recommending these assignments: Rita Vasta-Delcastle; Jaime Menton-Hodgson;
Christine Schumacker-St. Georges; and Christiana Smith-Howard. The motion was made by Ms. Santiago

and seconded by Mrs. Dennis to continue the school leader intern positions with the current assignments for
the 2014-2015 school year. The motion passed unanimously.
Hearing Officer's Reports
The Board was provided with the hearing officer's reports, hearing transcripts, and other related documents
prior to the meeting. The motion was made by Ms. Taschner and seconded by Ms. Johnson to accept the
Hearing Officer's recommendations to expel students #032413M-A, and #032413M-B for 180-days with an
alternative educational placement (homebound instruction); and student #032414M for the remainder of the
2013-2014 school year with an alternative educational placement (homebound instruction). The motion was
carried unanimously.
GENERAL INFORMATION

Dates to Remember
Mr. Lynch asked the Board to take note of the all the graduation dates.
DSBA Information
Mr. Lynch reiterated the importance of keeping up with legislation that will or could affect us, such as SB 190
and funding being requested for the casinos. It is important that the DSBA Legislative Committee meetings
be attended to keep abreast of the activities at Legislative Hall.

EXECUTIVE SESSION
At 8:31 p.m., the motion was made by Ms. Santiago and seconded by Mrs. Dennis to go into Executive
Session to discuss personnel issues. The motion was carried unanimously.

Mr. Lynch reconvened the regular meeting at 9:00 p.m.

ADJOURNMENT

The motion was made by Ms. Taschner and seconded by Ms. Johnson to adjourn at 9:00 p.m. The motion
was carried unanimously.
